Done by the private sector years ago. The Cape is now nearly a ghost town with most of the NASA folks having had to move away. Unemployment is high, lots of closed stores, and horrible land values. Government and universities were involved in the early days, but now just handle funding now. We even have to hitch a ride to the space station from the Russians now. We have no way to get men back and forth.
