Cape Canaveral is and was just a launch site for heavy duty rockets, which become less significant as NASA shifts from launching meat rockets into near space and towards launching unmanned probes further into space, requiring greater distances, longer delivery times, and greater flight dangers.
Scientific and engineering work thus shifted to Southern California where JPL in Pasadena has the greatest experience and staffing in the world, and access to great universities (built by California taxpayers) from all segments of American society regardless of class, race, sex, or family condition.
