Regardless if it does come from humans. The developing would was exempted from carbon emission restrictions. China surpassed the US in that regard in 2010.
All that is accomplished with the restrictions is to increase energy cost in the developed world so that more lower cost fuel is available for development in the developing third world. In the end net carbon increases. Am I a skeptic regarding intention. You bet.
