CA has the largest deposits of shale oil (Monterrey) in the US, but oil companies have been blocked from getting it. It is thought to be about 4 times the size of the ND deposit. Fracking only works when it is tried. That huge area of ND has zero unemployment and McDonald's starts at $15/hr with a sign on bonus. That would help in CA. Lots of NG would also be found in the deposits.
