Note that the Monterey formation is not one continuous slab of oil shale, unlike the Bakken formation. The Bakken formation primary oil reservoir is a layer of dolomite between two layers of oil shale. The layer is 40 ft to 100ft thick 10,000 ft. deep, which is why the oil producers are using so much horizontal drilling.
The Monterey formation has been heavily folded by tectonic plate action. Some oil companies think there is a lot of oil there; some don't, like Chevron, who has been pumping oil in the area for over a century: link.
