The EPA has kept the entire Zone one (from LA South) off limits to drilling. The only offshore drilling all along the perimeter of the US is off LA, MS, and TX, over 90% of the US coast line is off limits. States like VA and Alaska are in the courts now trying to get this changed. There is a lot of oil in less than 500 feet of water and on dry land that is off limits. BP was in fact forced to drill in very dangerous places.
