The person with cash should get a dime OFF each gallon.
He does. If the person paying with a credit card pays more, then he must.
I cannot think of any other business that uses this scam.
All businesses using credit cards have to pay for them in one way or another. If they charge the same, then the cash customer is subsidizing the credit card customers (like taxpayers subsidizing the EV.)
