In my world all healthy welfare recipients would be offered the choice of getting a minimum wage job or spending 40 hours a week sweeping streets, shoveling snow, etc. Any woman receiving assistance for children would receive nothing for children born after going on assistance. Any man whose child I have to feed would also be fed by me, in canvas & wire holding pens on a Pacific territory. .
when I lived in Des MOines a lot of years ago, they had welfare to physically sound men requiring them to do a little bit of menial work as you mention. That policy had great results, lots of fellas dropped out of the welfare handout line.
