Condensate oil is light crude oil minimally processed with the volatile gases removed, and itself can be refined into gasoline and diesel. All forms of crude, including light crude and condensate, have not been allowed to be exported (except to Canada) for 40 years.
Also the statement about dilution oil shipments only to Canada -- what oil do you think the train in Lac-Mégantic, Quebec that derailed and exploded contained? Bakken oil.
