RV living at a motel?

I'm in DC visiting family and noticed a schoolie parked in the back lot of my hotel when I arrived, generator running and lights on inside.

They've been here all month the gal in the office indicated. They're not staying at the hotel but have an arrangement with management.

Is this camping, or being homeless, or something else?

I'm on my phone at the moment, can't post a pic, will do so later from the laptop.

Most likely the motel owner is a room or 2 from going broke and may need the extra few bucks from the school bus, or exchange for work.
I can understand it looking tacky, and make one wonder.
If it were a $150.000 rig parked there likely nobody would notice.
    I have an older rv.
We at times get looks from the cardboard people in the big $ coaches lol

Reminds me of an RV park we once pulled into late at night.
Was not til morning did we recognize many rv's sported shanty wooden porches and covered under a couple of generations of tarping.
