What BRAND/MODEL is water heater?
When circuit board sends High Voltage thru spark electrode it also sends 12V DC to Gad Valve Solenoids for 6-8 seconds
BOTH solenoids have to energize to OPEN Gas Valve for propane to flow
With Voltmeter..test each solenoid for 12V DC WHEN Spark Electrode is firing
Other thing is spark electrode 'gap'....needs to be 1/8" Min & 3/16" Max for a good strong spark (S/B able to SEE it)
But brand/model will yield better info
