The neighbor was doing his dumping chores at the campsite and the sewer was next to the OP's table where they were eating with guests.
It was completely rude to go out, knowing they were eating, and dumping - smell or no. It was rude.
For those of you who don't think it was rude, then you'd probably be one of the rude ones, too.
There are some campgrounds that have the sewer right by the other's patio area. We've been through stuff like this. That's why we hate full hookup sites.
x2... and how about the guy deciding it was time to give the roof a hosing with you eating at your table right next to him. It's his right! Right?
He had to of seen the OP & guests there and still did not care. Bottom line, no courtesy.
