RV Parking Rights Manual?

Does anyone have a softcopy or link to a copy of the Good Sam RV Parking Rights Manual? I called Good Sam and was only offered hard copy via snail mail ("2-3 weeks"). We have a city council meeting in 3 days about owners parking RV's on their private property and I would like to have as much info as possible. FMCA (Motorcoach Association) has a very lengthy parking rights manual I downloaded which is dated 2003. The Good Sam manual appears to be 24 pages and might be more current.

  • Seems very reasonable, which is unusual in these situations. Maybe because Custer is a popular destination for RVers. Certainly one of my favorites.
  • Bottom Line: RV-ers in Custer South Dakota can park on their private property indefinitely including hookup to electric. Only catch is there has to be another residential dwelling on the property i.e. no full-time living in the RV. Occupancy in the RV by friends and family are officially limited to 14-day periods with no limit to how many visits.
    City Council and Planning Director said nobody will get "hassled" (especially on the 14-day limit for temporary guests) unless another resident files a complaint..which is unlikely in our town. Translation - visitors can stay longer than 14 days as long as there are no complaints.
    The main issue was folks living in RV's fulltime; the city did not want that.
    More Detail (than you probably need, but might be useful) The main council meeting had several people who spoke against the "1st Reading" which did not allow any hookups. The "2nd Reading" I went to allowed electric, but there was so much discussion the ordinance could not get a "second" - a rarity in our town. The council asked people to come the next week for a "government committee" meeting to talk about the issue more. That following week there was the "government committee" meeting... and I was the only one who showed up.
    I had a fully prepared statement which I was allowed to present in which I restated RV owners' rights as opposed to the "fulltimer" problem facing the city.
    The result was the "government committee" will recommend to the full council what I stated above - unlimited parking on private property, no setback requirements, electric hookup OK as is hooking to water to fill tank and an occasional waste dump in the sewer cleanout many people have on their property.
    Overall, a good experience and an excellent civics exercise.

  • Meeting was on the 13th. Today's the 17th. What was the outcome? I hope they didn't follow the typical 4 point government plan for decision making.
    1. Panic
    2. Assume the worst.
    3. Make a hard and fast rule.
    4. Put somebody in charge.
  • I choose to move into a place with an HOA that does not allow RVs, boats etc, it can be inconvenient at times but the pros outweigh the cons.
  • I realize every location has its own set of rules/values. Just trying to collect some data. I went to one council meeting and they were very receptive to "constructive comments" and literally asked me to come back with some ideas. We are a relatively small community and not everyone understands what RV's are all about. One council member singled me out and actually asked me for my thoughts on how many days they should let visitors stay in my RV.
    So, it is not confrontational, more like educational. I just hope to learn from other's experiences.

  • Depends on city laws/ordinances and neighborhood covenants, not good sam or someone else that made up "parking rights".
