A vacationer is not going to want to load up an RV with gear, drive to a distant state and then have to find their way back to their home with all their gear. They'd rather rent from Cruise America and get their ride back home included.
Your best bet is to find someone who is trying to relocate. They are the ones who will want to load up an RV with all their stuff, drive to another state, and then unload and walk away. But, they likely aren't going to be able to afford the additional costs (insurance, etc.) that they will be expected to spend.

I am of the mindset in internet marketing "If you build it (and market it) they will come" There are dozens of ride share/drivers for hire websites that user take advantage of for free or cheap travel. This is a step up, with an offer of RV experience instead,, but there would be a need to bring the two parties together through simple website listings. Similiar to cragslist but only for RV transport/free vaction offer.
Obvioulsy this would be handled like any other RV rental withl all necessities supplied.
Thousand of international vacationers rent rvs all the time when they come to America and Rent a RV fully loaded to travel around. That part is not a new concept. The part that is new is a new concept is, it would be:
- A free Rental offer, in trade for transporting to destination
- it is a one off transaction to achieve a goal
- It would be handled through individual private parties, similar to VRBO
