The biggest difference is that international vacationers who come and rent RVs, are able to choose their starting point and ending point. In your scenario, people will be making their vacation trips based on the wants/needs of the RV owner, not on their interest.
In addition, say I decide I want to take you up on the offer to drive your RV from Utah to Texas. You're controlling where I start, where I go, how long I'm allowed to take to get there, how far off the direct drive I'm allowed to go, etc. The vacationer has no control over their own vacation.
Of course SOMEONE out there is willing to do it. But it's not going to do a bit of good for the majority of folks on either side of the deal.
