Most states offer an annual day use permit to state residents at a very reasonable price. By requiring it plus a camping fee, they are sticking it to the out of state campers, without being overly open about it. Resident and non-resident camping fees appear to be the same, but the non-resident is actually paying more by the amount of the day-ues fee.
