Not necessarily - this is very much up to how one chooses to pack, and what one chooses the pack. My cargo weighs in at 220 lbs fully loaded without the bikes, 350 lbs with. (For a family of 5, but I'm VERY careful about keeping the weight within limits.)
My trailer is a bit of an oddball - its CCC is higher than many much larger trailers (~2500 lbs if memory serves) - pretty ridiculous in a trailer this small.
