Its not a consignment thing.. I believe dealers get the unit from the manufacturer.. and they probably do a quick, somewhat cursory inspection, and stick it on the lot. They know that anything that is wrong when the customer does the PDI will be approved/covered by the manufacturer, so they just wait for the sale, then when there's something wrong, they fix it, and the manufacturer covers it under manufacturers warranty. At least that's been my experience.
