Don't your new ordinance changes require a public hearing meeting that is advertised in the community's official newspaper? Things like this happen when people quit reading the public notices, which are posted in the official newspaper of the particular government agency.
FYI, for anyone that still wants to be heard on this issue:
According to the article I linked to earlier, the ordinance won't go into effect until it's approved by the Coastal Commission. Such action not expected before October.
