Don't your new ordinance changes require a public hearing meeting that is advertised in the community's official newspaper? Things like this happen when people quit reading the public notices, which are posted in the official newspaper of the particular government agency.
Yes, it is supposed to be this way....but it does not always happen this way. This is politics, west coast style......

Besides agenda notices, potentially controversial items get *lots* of coverage in the newspapers - either front page or local sections.
(BTW - what government agencies have "official newspapers"??).:h
Here's some "West Coast style politics......
I reside in a community in Orange county, CA - about 50 mi N. of San Diego. No problem parking on the side of your house, or 48 hours in front. There was plenty of notice when that ordinance was passed several years ago!
However, the homeless don't "gravitate" here as they do to the beach in L.A. or San Diego (and I grew up in Santa Monica/LA-Venice areas).
L.A. had a gal -"Boston Dawna"- who would catch miscreants as well as the "mistreated homeless" dumping sewage etc. on a nightly basis.
"Boston Dawna" For our Mexican friend (poster) - Santa Monica provided places to
park for free to those who couldn't afford campgrounds, etc.
The homeless would rather park wherever they wanted.
