The only way to solve it is post a sign on your house about being a tow away zone, and posted, no trespassing. Without that, people can have free reign.

Extension cord, assuming there is an outside outlet around. It boggles the mind how brazen this is. However the people doing this are from out of town, so they really don't care whose feathers they ruffle. Neighbors down the street with circular driveways get hit by this often.
Nobody thinks to just BLOCK THE DRIVEWAY?! Heck...I'd unplug him, roll up the cord & put it in my garage, drag the stereo out of the garage, and crank some heavy metal! (Or maybe put "Tiptoe Through the Tulips" on a loop.)
