Sorry, I'm with wing zealot on this. Your opinion is not correct with any type of study or instruction that I've read about using bleach for disinfecting tanks and piping.
Yes, bleach can be an instantaneous disinfectant when used in high concentration on surfaces but that doesn't apply to tanks and pipes.
I've done some study on this for treating the wells on my property and for RV tanks. The mechanism of chlorine bleach is actually three chemical reactions when used in dilute water concentration and in reaction to organic molecules. They are saponification, amino acid neutralization, and chloramination reaction. None of these are instantaneous, with the chloramination reaction taking hours to fully complete.
