Flushing his 150 gal tank several times the water does not go into the sewer system.
Once again, they are not saving on the WATER bill but saving on the SEWER charge that in many places is double or more the metered water charge.
Ok, lets try this again. First off, this "savings" is based on a lie. OP did not call and say they were flushing a tank, they said they were filling a pool.
Water is almost always the one metered, sewer is billed off water use , so it does not matter whether the water goes down the drain or not, at least as far as the bill goes. It is either paid for, or not, based on what goes through the water meter.
My point is I could call and say I am flushing a tank ( or lie and tell them I am filling a pool ) when I actually have 12 teenage girls doing a sleep over and taking bubble baths. Same principle, same lie, same scheme. The utility is trusting you to be honest.
Now, if they actually have a policy on pools, and you are really filling a pool, I say go for it. Otherwise you are cheating and your neighbors are paying your savings in their bills. My point is I would not jump through all these hoops, tell a lie, to save a few bucks.
