Saving sites - opinions

In Indiana I have seen on "No Reserve" parks where the site was marked by a chair. I ask the ranger how could that be, since it is a "No Reserve" park. He tells me the camper came in on Wednesday and paid his fee for the site for the week end. HOW IS THAT NO RESERVE??? First come is first come. Now if the camper would have paid for every day up to an including the week end, I am fine with that even though he did not use them until he arrived on the week end. Still it is not truly fair, those sites could have been used by other campers in the interim.
