on holiday weekends the state parks that we frequent in Illinois frown upon early birds...those who bring the RV out on tue or wed, park it on the spot (and pay the fees for those days) without setting anything up and then leave until fri afternoon. they've paid for the site but they're not occupying it. the state park "rangers" try to discourage that but they are so short staffed...volunteers and paid staff...that it's nearly impossible to catch everyone doing that. paying for a site, setting up and then leaving for the day is different than doing what I've described. it's selfish behavior.
