I've been camping in that area of eastern oregon, and there is plenty of wildlife around. Haven't been to the spot you mention most likely, but it's not uncommon to have wildlife come wandering through well occupied campgrounds at night and bump up against trailers. And even small stuff can sound pretty big in the middle of the night. And stick around for a while.
So I'd give it about an equal chance of wildlife or people.
