You have to worry about the states licensing requirements but ALSO the campgrounds sometimes will have their own requirements to make sure that they are insured.
As a lifetime motorcycle rider, I had one when I retired and felt very unsafe. I believe it was because of the small wheels and tires spinning fast.
Get a couple of 250 cc motorcycles. The are not that heavy, and can move fast enough to keep up with traffic. They are relatively light weight. Of course, they will be licensed and insured so campground restrictions would not enter the picture often. (A few campgrounds will not allow motorcycles at all)
