Well,
I guess it would all depend on what style of tow bar. Either one, the Ball type or, the "u-joint" type that stays on the coach when you disconnect, are both LOCKABLE, in different manors. The U-joint style, can be locked by the use of a locking pin that goes through the receiver and, a lock on the end of it. The Ball style, the kind that remain on the toad, can be locked in other ways too.
And, you can lock the Ball style onto the coach with use of locking lever-lock. Many boat people use them to lock the boat trailer to the bumper of their tow vehicle when their off boating. You can get those kinds hitch locks at many RV, Boating and, even some big box stores like Home Depot and Lowes.
