Depends on what happens. If your tire blows out and nothing else its not covered (your deductible would likely be higher than the cost of the tire anyway) but the insurance company isn't going to pay and replace your tire because it blew out. That would be considered a Maintenance area assuming it blows without any other factor / reason.
If your tire blows out and causes damage in some fashion like you wrecking or blowing out end cap of the trailer then that would be covered under collision.
If someone was trying to steal your tires and damaged them that would be covered if say they damaged them in the process of theft and comprehensive would pay such a loss.
You can look up the term "Proximate cause" which is the principal on what causes the actual loss to determine if its covered or not.
