The Gross Weights for the two weighings above should be the same (within the accuracy of the scales).
All the available data indicate a load of about 180# was missing from the truck when the "TV+TT with WD bars removed" weighing was made.
And, it appears that approximately 100# was missing from the front axle and 80# missing from the rear.
Is it possible that a passenger (or passengers) was/were out of the truck and off the scales pads during that measurement?
If the front and rear axle weights for that weighing were adjusted upward by 100# and 80# respectively, the resulting tongue weight would be about 980#.
The indicated TW% would be about 16%.
If your other scales numbers are correct, you already have restored more load to the TV's front axle than is recommended by Ford.
I would not recommend that you attempt to transfer more load to the front.
Based on your scales numbers, I would say that tongue weight and load transfer are not causing your handling problems.

Ron nothing changed among the cargo or passengers: on all three weighings they were in their seats and I was standing outside the drivers door. I weigh about 180 so I assumed on one of them I was standing off the scale or too close to the edge to register. I can't explain the front/rear difference though other than scale measurement error.
