Looks like, according to your numbers, the WD hitch has not/does not put anything on the front axles. With WD bars and Tow vehicle only, your front axle numbers are the same. That could be some of it.
The data indicate that 100% of the removed load was restored to the front axle via the WDH.
For the 2011 F-150, Ford specifies that approximately 50% of the removed load should be restored.
That means the WDH was adjusted to restore about double the amount of load specified by Ford.
With your WD hitch, you have about 820lbs tongue weight. Tow vehicle alone rear axle weight is 3020, with TT and WD bars rear axle weight is 3820. Difference is tongue weight.---No. The proper estimate of tongue weight is obtained by subtracting the combined front and rear axle loads for TV only from the combined front and rear loads for TV+TT with no WD applied.
For the original numbers the estimated TW is (2780+4300)-(3260+3020) = 800#.
If we assume that 180# was missing from the "TV+TT with no WD" weighing, the estimated TW is 980#.

For the original scales data, TW% = 800/(800+5080)*100 = 13.6%.
For the adjusted data, TW% = 980/(980+5080)*100 = 16.2%.
I think, as others have suggested, mayb the issue is the tires on the TV itself. Seems like everything else is reasonbly well setup. Maybe, as pointed out, you could adjust WD bars to put a tad more weight up front to give you some "more control".The WDH already was adjusted to transfer about twice as much load to the front axle as Ford specifies.
