Should RV parks take food stamp cards in payment for fees to stay in parks.

I don't know how food stamps work but Im assuming a certain amount of funds are put in an account for the user to buy food with.. If your option is to use your food money to buy a camp site or booze or whatever..and choose to eat dog food the rest of the time...that's your option.. As a tax payer, it doesn't affect me.
Heres a story..I went to the grocery store and was behind this guy that bought cases of water. He paid with food stamps. I saw him in the parking lot dumping the water that he just bought. I asked him what was wrong with the water. He said "nothing, he wanted to buy beer but the store wouldn't accept the food stamps. So he bought the water and dumped it so he could get the deposit money to buy the beer"...why not just let him buy the beer?
