That is true. But also a little different. It is between the dealership/finance company and the purchaser not the seller in this case. Presumably the finance company in this case would be titling the vehicle in the purchasers name so would be stepping it their shoes. Not the one selling the vehicle. This does not mean it is a scam just different. So the OP is performing their due diligence to to into this transaction with eyes wide open.
