Sounds like a reason to set a 3AM alarm for yourself so you can go over and bang loudly on his door. If he acts annoyed that you're waking him up, express wonderment because you're wide awake due to his inconsiderate lights.

But, if you want to avoid confrontation, a knife or wirecutters would work, too.
