Popular parks that use shuttle services can have significant cost to operate the shuttles in addition to the many personnel used to man the gates, lodges, visitor centers, stores, etc.
Most of those costs should be offset to a great degree by admission fees, store sales, and lodge rental. It would be interesting to see if the "agreement" allows the states to participate in this revenue stream as well as the expenses. :B
