I notice in the guts of the ADA act, the employees MAY be subject to fine or jail time, etc. MAY, and SHOULD, and MIGHT carry a lot of implicit weight when applied to laws.
Can't imagine any judge sending any volunteer or employee to jail or even fining one. This entire fiasco lays flat on the back of D.C. ANd you can bet this citizen will let it be known as soon as the DC'ites begin receiving mail again.
