That may be however as long the possibility exists I doubt that there are too many people who would be willing to take that risk. Even taking away the risk of jail there still exists the risk of disciplinary action which could mean a loss of their job. You have to understand these people have families. Not only are their paychecks tied to these jobs but future retirement benefits as well.
