Sometimes camping just isn't fun as it should be

Complaining may or may not work, but as others have said if management doesn't know it's broken, they can't fix it. It shouldn't be up to you to have to move but if management doesn't do anything at least it's an alternative rather than being miserable. Unfortunately you are correct-you don't know how the other party will react but in my eyes it's kind of like bullying. It continues unless someone tries to put a stop to it.
