What is it about this subject that causes threads to close sooooo quickly? The last lasted 8 hours!!! before it was closed. So let's try this again, but folks - let's keep it civil. No name ...

Having worked in a tire shop for a number of years all I can say about that image is: that would have NEVER left our shop like that. We would have replaced the tire and sent that one back as having a manufacturing defect.
Unless the rim had something wrong with it, but usually replacing the rubber and re-balancing solved it.
+1 I would run away very fast from the tire shop that felt that was OK.
