State of Emergency in Washington?

We lived in Tidewater VA back in the early '70s, having moved there from western WA after the Boeing lay-offs. I got a lot of snide comments about being "from where it rains a lot". We were surprised to find that there was a regular afternoon thunderstorm, every day in May through September, that dumped about 3" of rain in 45 minutes!

In WA, it can rain for 48 hours and we get maybe one inch!
