El Niño is confirmed to be back. They saw it several months ago and everyone basically said too little, too late since the winter track was gone.
NWS and others are now saying that it's currently low to moderate and are actually blaming all the nonstop Texas storms on this too. We have had two major storms in the last two weeks in Calif., very unusual this late. Fingers crossed.....
