From a friend of mine who has lived in CA all his life, and was born there:
California used to have a system where each part of the state had 1-2 senators that represented different geographic areas of the state -regardless of population-. A rural area had the same amount of senators as LA's location.
That changed in the 1970s, where both houses were based on more populated an area is, the more elected officials.
The result is that the highly populated areas have essentially hijacked the entire state for their interests. Rural areas have -zero- say in the government there. Since both houses are subject to the whipcrack of LA and the Bay Area, virtually everyone else is completely ignored except the agriculture interests.
The populated areas don't care about a statewide drought, nor what happens to the rural areas.
Yes, CA did see the drought coming. This has been in studies, maps and forecasts for decades. However, any political official saying that they need to start opening up desalination plants would be run out on a rail due to the NIMBY brigade.
