Dog, it is simple those living in arid parts of our country received dams and aqueducts to transport dammed water by the good graces of the American taxpayer. We the people paid for the Grand Cooley and Hoover dams among many others. The desert west reaped the benefits.
Those accustom to government subsidized water are not going to adjust any usage of water ranted them by taxpayers. They assume it is owed to them.
They will also complain of government being too big and costly.

Living in Florida, drought conditions exist virtually every winter for us. Water restrictions always in effect in the winter. It was a normal fact of life.
Did CA and the west not see this drought coming years ago? And why did they not take action then to mitigate it?
