State of Emergency in Washington?

I do feel kind of sad for California, tripling its population, eliminating greenhouse gasses, high speed rail, cancer notices on every package, saving the snail darter, promoting the use of foreign tech workers while laying off residents and some how planning for water supply just got overlooked the last 30 years in favor of restrictions.
