State of Emergency in Washington?

I think major desalination facilities will be in our future, to supply residential and commercial water users. In Washington, there's heavy reliance on hydro-electric dams for electrical power and the capacity of those facilities is at risk.

There haven't been any public comments about the effect of the drought from the operators yet. At least they send the water downstream after they've used it!
