This was indeed the reason it was done and had nothing to do with "libby" Inslee as you called him. Without this designation,the farmers,grape and hop growers,etc wouldn't be able to apply for loans to cover their extra costs. My Grandfather was as Republican as they come and he wrote almost all of the water rights legislation for the state of Washington back in the 20's and 30's and a lot of that was to help his friends in the Yakima Valley.
