Chances are he is using a pressure washer with a soft spray nozzle so the spray comes out looking like steam. In the RV Resort we stay in the RV detailers have to bring in their own water and power their equipment using generators. All of them use pressure washers.
That being said I have seen where the pressure washer removed paint on MHs. Usually off of painted trim pieces. Most of the time no problems and the RVs come out looking great.
