How many times have I surveyed campsites after someone has pulled out and gone to find some small, but delightful surprises they left behind. I've found all kinds of bungie cords, rope, tent pegs, even a monocular once (it's still in my truck and use it more than my binoculars to this day).
So, if something is just left out, stacked up, unclaimed, I think it's available for open grabs, especially if it's abandoned.
The person who took the blocks probably watched for some time to see if they were being used. After some time, of never moving, he/she probably thought,
"I can use them"... so they did!
So you would go onto someone's parking space at a storage shelter and take whatever you wanted if it wasn't bolted down? That sounds like stealing to me.
