Surge breaks on a dolly

I plan to tow a Toyota Camry behind a class A MH. I will be towing with a two wheel dolly.
Does the dolly need surge breaks. The car weighs about 3300lbs.

Plus the weight of the dolly, that's another 4-500 pounds.
Be safe and get a dolly with brakes.

Yes, a dolly needs brakes, so things don't break when you can't stop due to not having brakes.

I don't care about the legality, I wouldn't tow without the brakes.
