That's the trailer's dry hitch weight as it sits at the factory ... with a GVWR of 3249 lbs and a CCC of 866 lbs you could easily be pushing the trailer's GVW, loaded and ready to camp, pretty close to it's GVWR. If so, at 13% of GVW you'd be running ~ 420 lbs of gross tongue weight and as much as 480 lbs @ 15%. I never used weight distribution back when we were towing a 10' popup that grossed out at ~ 2500 lbs and 325 lbs of gross tongue weight but I sure would be considering it with your size of trailer. One thing you might want to check though is the manufacturer's position on whether weight distribution can be used with your particular trailer ... a few years ago this used to be a major issue that many overlooked but I'd hope this situation has been addressed in the intervening years and is no longer a concern ... worth checking into though so you know for a fact where you stand should you decide WD is the best solution for you.
